Nevertheless, the plans drafted to be used in realization of national goals and objectives may be variant from one country to another due to a number of reasons. Basic to the explanation is that countries often differ in visions, resource endowment as well as the stage of economic development. Moreover, planning documents may be different in on the time stipulated for the development process or realization of the set aims. In this understanding, this paper therefore focuses on comparing national development plan documents for three countries; England, Scotland as well as the Wales. The analysis will focus on the aims as well as objectives outlined in either, the primary focus of development, time frame within which the plan is to be actualized as well as likelihood of its success. This paper therefore presents a discussion in segments which will be under the above sub-headings. Body: Discussion/Comparison Scotland England Wales Aims and objectives The national government of Scotland, through the national planning governing has a commitment to increase sustainability in economic growth within the country. The second framework in national planning works to enhance those long-term development goals as is envisioned within a time framework of between twenty and twenty five years. The planning document is comprehensive in articulation of spatial consequences in policies on economic development, energy, climate change, transport, waste management, management of environment and catchment areas as well as housing and regeneration. It is therefore seen to be comprehensive in Scotland territorial planning towards realization of sustainable development within the country by 2030 (‘The National Planning Framework Team, Scottish Government Directorate for the Built Environment’, 2009, p. 1-5). It is guided by main objectives, which are contribution towards sustainable wealth in the country with economic growth as well as with improved connectivity and competitiveness. Climate change and management of natural environment is another objective that the plan covers and this is aimed at transforming and sustaining a greener country. Besides, the planning document outlines the commitment of the country to building safer, healthier and stronger communities within the country through promotion of better opportunities for quality living. Moreover, the planning document is aimed at contributing towards a smart country through supporting developing knowledgeable economy. These therefore form the main motivational factors and the building blocks of the focus of the national planning document of Scotland. Sustainability in development is equally the focus of the England development plan document with three main areas being the focus. The main objectives of the planning document are focused towards economic roles, social roles as well as environmental roles. The focus therefore explains the need to have the institution of planning systems which would perform various roles in line with the objectives. In economic responsibilities, the planning document is aimed at contributing towards the formation of a strong, competitive as well as responsive economy through ensuring the necessary infrastructure needed fro development are in position while at the same time supporting innovation(s). On social responsibilities, the planning document is necessary to support strong, healthy as well as vibrant communities by checking on improved housing conditions, as well as creating most effective and quality built environment. Besides, it is meant to ensure availability and accessibility of social services within the society and improvement the basic social structures. Finally, concerning environment, the planning document is focused on enhancing as well as protecting the natural environment through advocating for proper use and exploitation of natural resources, minimization of wastage and pollution as well as in mitigation and control of climate change. It is however; worth noting that the objectives as outlined above are mutually, dependent hence effectiveness would only be realized through interaction and collaboration with all stakeholders as against realization through isolation. The document is therefore intended to be used for decision making as well as for planning purposes. The national planning document as it is in Wales has a number of objects that cuts across various sectors and regions in the country. The objectives are distributed across social, cultural as well as economic divides of the country with the main objective as being to deliver ‘sustainable development’ by help of area strategies within the context of ‘Welsh assembly Government’s Statutory Sustainable Development Scheme’ (‘The Wales Spatial Plan 2008 Update’, 2008, p. 3). It is also meant to ensure that the actions of the public, private and other third party participants are in line with sustainability efforts. It outlines the main cross sectoral of the national priorities meant to facilitate application of the sectoral policies designed at the national level. The plan document therefore brings about an infrastructure through which all investments by the public and private could be mobilized for common good in the shared vision of the Welsh people. Moreover, the country governance relies on the planning document to decide on what needs be done, when and how this should be realized. In such, the document investigates how policies as well as practices interact within particular areas and are harmonized at the national levels. Under the guidance of the plan document, local authorities, the individual organizations as well as third sectors collaborate for realization of strategic vision of the area. Time frames Concerning time coverage, the planning document dates back in 2004 with critical updates in 2006 and has a time span of twenty and twenty five years and the second formulation is meant to guide the development of Scotland up to the year 2030. This plan fails to outline time segmentation on the period it is formulated for. Primary foci The primary focus of the government of Scotland as is revealed in the planning document of the country is on ensuring the country progresses well in economic development. This is through focus on all sectors of the economy such as in trade and business, industrial development, promoting favorable business environment as well as in good governance. Sustainability in economic growth forms the focus of the planning document for England, which according to planning minister has the capacity of improving the livelihoods of the citizens while at the same time improving on productivity. The focus is holistic in that overall economic performance is not a function of a single department but rather the outcome of concentrated efforts by the different departments of the government as well as the other stakeholders. The primary focus of the plan document in Wales is sustainability in development for the people, their futures as well as places. It is broadly designed for economic, social as well as political purposes. Likely success (or not) The development plan of Scotland as is envisioned to have had effects within the country b the year 2030 is much inclined to main economic development corridors as well as the strategic routes of transport which are expected to steer the country towards realization of the projected economic growth by 2030. The plan has likelihood of steering the country’s economic diversification as well as environmental stewardship especially within the rural areas as a prerequisite to overall economic development. In the action program, the plan identifies the lead actions, the lead partners as well as milestones necessary for effectiveness and realization of the development goals. However, it is worth noting that the planning document is to be used as a working guide, which requires periodic updates and posted within the ‘National Planning Framework’ website. Achieving the objectives of the development plan within the country requires that the government pursues the main principles of development which are outlined below. There is the need to have the citizens and the government appreciate living within the global environmental limits. Others are ensuring the society is strong and healthy, realization of sustainable economy, promotion of good governance as well as using science responsibly for effectiveness (Department for Communities and Local Government, 2012, p. 2). This therefore shows that the success of the development plan document to yield the expected results is dependent on the capacity of the principles to be pursued. The vision on which the plan was drafted is “High-quality living and working in smaller-scale settlements set within a superb environment, providing dynamic models of rural sustainable development, moving all sectors to higher value-added activities” (‘The Wales Spatial Plan 2008 Update’, 2008, p. 39). However, the success and realization of the vision as is outlined within the plan document depends wholly on collaborative efforts of the administrative organs of the specific areas, the individuals as well as third party players. The planning document therefore has a high potential of being effective in realization of the outlined objectives within the areas through collaboration. The main areas of focus for the collaborative efforts of the partners are building the central areas in the regions for development, responding to the needs of rural dwellers, broadening economic base within the regions as well as exploitation the environment for mutual gains to all. It is therefore notable that within the wide spectrum of activities outlined within the planning document, commitment for collaboration has the potential of making the plan document priorities realistic.
